The question is: how do we think the political at these moments when the peasant or the subaltern emerges in the modern sphere of politics, in his or her own right” (2000, 10). Although it can be asked whether the “subaltern can speak” (Spivak 1988) within dominant discourses, she can, and most certainly does, vote. 28 It is the act of voting, then—or, more broadly, the entire constellation of practices, organizations, and actors related to party politics and the electoral process—wherein equal citizenship becomes a meaningful reality for most people.

Likewise, ruling regimes may exercise hegemony through a dominant discourse, but this is only part of the story; within specific sites, power is rooted in relations of dominance and subordination backed by violence and the threat of violence. On one level, it is as if democracy were superimposed on colonial modes of governance, as if popular sovereignty were fused with a colonial sovereignty (Mbembe 2001) that is still operative within local sites. What I seek to show in this study, however, are the ways in which these very different political logics have transformed each other, resulting in what I refer to as postcolonial democracy.
