Fortunately for Ernie Cortés, Ann Richards was the state treasurer of Texas at that time, and she had long admired his work with the disenfranchised in the Lone Star State. ’’ Like Cortés, she was deeply concerned about the poverty of the Valley. ’’ Along with Governor Mark White and Lieutenant Governor Bill Hobby, Richards was given tours of colonias by Valley Interfaith and asked to support funding proposals to improve conditions in the rural settlements.
Like Cortés, Drake had left the Valley after the Starr County strike with a feeling of anger and resentment toward the Anglo elite that dominated Valley politics.
